大概兩個禮拜前,收到市政府的邀請函,問要不要參加十一月十七日的歸化儀式。這個儀式是取得荷蘭國籍必經之路,不去的話即使已通過 IND 審核,還是拿不到國籍的。不過你不一定要參加市政府指定的那一次儀式,只要一年內參加就可以。我家這裡是每六週會舉辦一次,這次不行就等六週吧。那我當天沒事,就填妥附上的回函,寄回去市政府表示我 11/17 會出席,而且會帶大鼻子一起去。
昨天我們就準時抵達舉辦儀式的地點,那是位在市中心的舊市府,一棟滿古色古香的舊教堂,現在是博物館外加婚禮舉行地。一開始根本沒啥人,害我以為全場只有十個人哩 (外加親朋好友)。不過時間越接近,人也越來越多。整個儀式過程,讓我覺得滿有趣的,也很溫馨。一進去現場,馬上服務人員端上咖啡或茶,另外還有一塊小蛋糕,蛋糕上的巧克力還是本市的名字哩。吃喝一陣之後,再到另一個小房間報到。輪到我時,那位服務人員剛好是承辦我申請的太太,而她竟然還認得我,她就說不用看我的證件了。
報到之後,大家進去現在用來舉辦婚禮的小房間等待。這時我看見兩位以前上荷文的同學,一個是菲律賓女生,她一個人就帶了五位親友。另一個摩洛哥女生,單槍匹馬來。不過我只和那位菲律賓小姐打招呼,那個摩洛哥女生就算了,以前在學校就有過節的。最後讓我很驚喜的是,巴西凱莉也來了!看到她真的好高興,她的女兒都已經會走路啦,超可愛的。不過因為她比較晚來,坐的比較後面,我們就只能快速問候而已。
總算典禮開始,市長先致詞。現在這位市長其實是代理市長,我們原來的市長升官去了,代理市長十一月才上任,所以這是他第一次在這裡主持的歸化儀式。他簡單說明為何舉行這個儀式,同時也恭喜外加歡迎我們正式成為荷蘭的公民。然後由他一位一位唱名,頒發一份稱為 Bekendmaking van verlening van het Nederlanderschap 的正式文件,還有本市發出的正式文件,上面由市長和當事者當場簽名。接著市長獻上一束鮮花,此時他還會要求大家鼓掌哩。最後就是跟市長合照,再拿一份小禮物,就可以回座位了。
這次的人滿多的,還有幾組是家庭成員。像一對南非來的夫妻和三個女兒,還有阿富汗來的爸爸和兩個女兒,巴西凱莉和她的女兒也是。說到她女兒,照理來說爸爸是荷蘭人,女兒可以直接申請荷蘭籍的。可是當時沒有人跟他們說該辦什麼手續,等他們要去市政府登記時,才知道太慢了。但沒差,現在這個小可愛也正式成為荷蘭人囉。
等大家都收到證書後,再來一次大合照。這時候相機閃光燈此起彼落,超熱鬧的。結束後現場又準備了飲料和小點心,大家就自由的交談、吃吃喝喝。我們吃了好多塊餅乾才走哩,哈哈~
接下來就是等市政府寄送申請護照的文件,就可以持荷蘭護照趴趴走了。除了等文件外,照片也很重要啦,工作人員說會寄照片給我們呢。這也算是非常值得紀念的。
回家打開小禮物,有兩隻筆、一個記事本、兩張游泳池入場卷、一張公車一日卷,還有一本莫名其妙的「炸彈在我家」。這是因為有一年這裡發現未爆彈,可是這很重要嗎?好怪的荷蘭人。
再仔細看一下證書,其實從今年十月十日開始,我就算是荷蘭公民了,也就是女皇批准的那一天生效 (真是不可思議,我七月中送申請哩)。你問我當荷蘭公民有啥好處?我目前想得到的,就是去很多國家都不用簽證了,其他的我也沒多想了。但既然身為這個國家的一份子,我也會履行我的義務,像乖乖繳稅等等。

我今年申請也是花了兩三月左右就准了,我也是跟妳一樣驚訝.的們這裡入籍是每兩個月一次,我參加的那場入籍的外國人約六個,倒是觀禮親人一大團.主持人不是市長,是gemeeneraad,這人主持比我們入籍的還要緊張,還要求每人自我介紹從何處來,教育程度及未來展望.
有了護照,就可以去找那種last minute的旅遊特價活動了,嗯..飛東飛西都行!

我和Marien呆了台灣一年多後 決定真的不適合也注重休閒生活的我們 所以我們要回荷蘭定居嚕^^ 他已經回荷蘭上班了 我現在剛考過MVV的移民荷蘭文考試 正在家裡閒閒等那個IND的MVV簽證通知。 希望有機會再跟你們見面喔!

Your blog is great. You're giving people a very good picture of the whole nationalisation thing. I've just handed in the Dutch passport application today and fingers crossed. I'm from Hong Kong and have met my English husband here in Holland five years ago. So. I'm just wondering if you, or anyone reading this now know that whether I need to give up my BNO (British National overseas) status and the HKSAR Chinese nationality, or not. If yes, when and how? Thanks very much!

I've already emailed quite a few departments and am waiting for the reply. I think you're right, I'll try to get a Dutch friend to call the IND too. My husband don't speak the language and I still have some struggles in listening!

台灣人入荷蘭籍不需要放棄國籍
原因有二:
1. 台灣本身不要求國民放棄國籍 (Note: 但是荷蘭法要求取得荷蘭籍之人要放棄原國籍)
2. 台灣非荷蘭認可的國家 (這一點滿無奈)
上面第2點對於"台灣人取得荷蘭籍是否需放棄台灣國籍"的影響, 是有法院判決或任何主管機關的解釋或決定嗎? (亦即: 是否有判決或主管機關解釋表示: 因為荷蘭不承認台灣為主權國家, 故亦不要求台灣人於取得荷蘭籍時放棄荷蘭所不承認的台灣國籍?)因為若是因為婚姻或同居而取得荷蘭國籍,本即無須放棄原本之國籍, 故亦無法映證是否因為上述第2點之原因,造成台灣人(或是您本人)於取得荷蘭籍後仍可保有台灣國籍.
我問這個問題是因為對荷蘭政府就台灣問題的 "政治立場" 及 "司法立場"是否一致感到很有興趣,萬一果真有相關判決或解釋, 我很想知道其內容及理由(如果有相關資訊,可否請您給我影本,案號,或link,讓我有機會查詢內容)

Tips for BNO holder applying for the Dutch nationality (Naturalisatie) 2009
Hi 汪汪, how are you? I've just got the whole Naturalisatieprocedure 'klaar', which is great. As promised, below is the procedures that may serve as a reference for other immigrants from Hong Kong. Hope it helps one way or another. Also thanks again of having this blog. It helped me and I believe it will help many more others. :)If you want to and are qualified to become a Dutch citizen, you may still have some practical questions on the actual preocedures. If you are lucky, the whole thing from scratch may take only 19 weeks or so. It will be something like this:
Steps:
1. Walk in the Dienst Persoons-en Geo-informatie (DGP office) in your province, request for the Nederlandse Natutalisatie.
Fee: About €390
2. You’ll receive a letter from DGP within a month, saying that your case is in progress.
3. Ten days later, you’ll get a letter from the IND to confirm the process is on going.
4. One month later, another letter from the IND saying the Queen has approved the application.
5. A week later, you’ll get an invitation from the DPG to attend the Naturalisatie ceremony, in my case the ceremony was just three weeks later.
6. At the ceremony, you’ll be invited onto the stage and will be handed a Certificate of ‘Bekendmaking van verlening van het Nederlanderschap’.
7. Five days after the ceremony you can go to your town hall to apply for your Dutch passport and a new Dutch ID card.
Fee: About €90
8. One week later, you’ll get a letter from the IND, saying you have to give up your original passport (ie. the BNO), and you have to act within three months. Note: If you also have a HK SAR passport, it will be cancelled automatically, no need to do anything extra.
9. Walk in the British Consulate in Amsterdam. They will ask you to fill in a form: Declaration of renunciation of British National Overseas Status. And you have to hand in your original BNO passport for good. Please remember to copy every page of your BNO beforehand if you want to keep the copies as a personal reference. I forgot and that was stupid. Anyway your case will then be passed onto the British Home Office. Also on the spot they will hand you a letter as a proof that you have started your renunciation process.
Fee: About €75
10. Send the original letter to the IND. I chose to hand it in in person, can’t risk it.
11. Ten days later, a letter from the IND saying it’s in progress.
12. A week later, another letter from the IND, saying they require a final proof within 12 months.
13. About six weeks, you’ll get a letter from the the British Consulate, in it you’ll find the original Renunciation form––a very important document that you can’t ask for another copy if you have ever lost it.
14. Send the original letter and the Renunciation form to the IND. Again, I chose to hand it in person.
15. Next day, you’ll get an IND letter saying things are in progress.
16. Five days later, you’ll get a FINAL letter from the IND, saying your Naturalisatieprocedure is all clear. The original Renunciation form is sent back to you in the same letter. Keep it safe. And congratulations.

Thanks. It's really good that it was settled. I went to London last week with the new Dutch passport. Super quick. No more endless waiting by the Non-EU custom line. Just wonderful.By the way I'm going to have an art exhibtion about Inburgering at the OBA Centraal Bibliotheek Amsterdam. Its idea is to share with everyone the bitter and the sweet of learning Dutch in Holland. I am now starting to collect the school notebooks from everyone I know who have been in the Inburgering classes. The notebooks to be collected will be displayed in the glass cabinets on the Kunst verdieping OBA from 4 Feb t/m 31 March 2010. And they will be returned to you after the exhibition.
